Summary: Portugal
Medicines in Portugal have traditionally been cheaper than the Western European average prices but in recent years the Health Ministry has taken measures in moving prices in line with inflation. Health expenditure as a percentage of GDP has increased dramatically and is amongst the highest in Europe. To curb spending on pharmaceuticals, the government has been implementing measures to increase the use of generic drugs. Overall it seems that government action is paying off as the level of market penetration of generics has increased considerably and the administration estimates it has saved over €70m.
